The Domestic Market Obligation (DMO) policy is implemented by the Indonesian government to ensure the availability and price stability of cooking oil in the domestic market, particularly amidst the volatility of global palm oil prices. This policy mandates palm oil exporters to fulfill domestic market needs before exporting their products. This study aims to evaluate the impact of DMO implementation on the fresh fruit bunch (FFB) prices received by palm oil farmers in Indonesia. The method used is a Systematic Literature Review (SLR), which analyzes various scientific articles, policy reports, and official publications from 2015 to 2024. The review reveals that the DMO policy has a complex impact: while it helps stabilize consumer prices, it tends to suppress FFB selling prices at the farmer level, especially during the export ban period. These findings indicate an imbalance in policy benefit distribution, which favors consumers over farmers as the key actors in agribusiness. The study concludes that a reformulation of the DMO policy is needed to create a fairer system that also considers the economic sustainability of smallholder farmers. The implications of this review are expected to provide input for policymakers in designing regulations that are both farmer-friendly and supportive of domestic market stability.
